This study explores how different stakeholders across Europe understand and define unmet medical need. Based on interviews with healthcare providers, policy-makers, industry representatives and patients, it shows that a single universal definition may not be feasible given the diverse application purposes and priorities of different stakeholder groups. Instead, the authors propose a flexible multi-level framework that helps clarify how an unmet medical need can be defined depending on its intended purpose and context.
